Department of Real Estate
The main objectives of the Department of Real Estate is to carry out land reform related tasks, to organise the exploitation of state lands (except forest land) which are under the administration of the Ministry of the Environment and to solve related legal problems, to supervise and coordinate land consolidation activities, to develop and implement instructions.
The Department of Real Estate consists of the Bureau of Land Reform and Burea of Land Consolidation.
In the field of land reform the Department of Real Estate:
- controls the activities of state agencies and local governemnts in the execution of land reform;
- requests from state agencies and local governments information and reports on the status of land reform;
- issues mandatory precepts to state agencies and local governments on land reform matters;
- issues explanations on the implementation of land reform related legal acts;
- makes proposals for involving experts from ministries and other state agencies as well as appropriate researhers and practitioners in the solution of land reform related problems.
In the field of organisation of exploitation of state lands under the administration of the Ministry of the Environment the Department of Real Estate:
- organises the retention of land units in state ownership;
- makes state assets (real properties) available for use (rental, building rights);
- organises sales of real properties;
- organises transfer of state assets from one administrator to another (from the Ministry of the Environment to some other administrator of state assets);
- organises the exchange of properties which are situated in the nature protection areas;
- performs other duties related to real property administration.
In the field of land consolidation the Department of Real Estate:
- coordinates land consolidation activities in rural areas;
- draws up draft laws on land consolidation;
- exercises state supervision on lawfulness and expediency of land consolidation;
- makes proposals for the issue, renewal, suspension or cancellation of land consolidation licences.
