Geoinformatics

Introduction

The development of geographic information systems and activities in the field of geoinformatics are closely connected with the performance of the Land Board’s basic duties, i.e. maintenance of land cadastre, execution of land reform, organisation and coordination of activities related to land consolidation, land assessment, geodesy, cartography and geoinformatics. From having merely a support function, geoinformatics has developed into one of the core activities of the Land Board.

At the Land Board there are two departments that are involved with geographic information systems: Department of Geoinformatics and Department of Information Technology. The Department of Geoinformatics consists of four bureaus: Bureau of Spatial Data Infrastructure, Bureau of Topographic Data, Bureau of Geoinformation Systems and Bureau of Spatial Data Services.

The Land Board is also a contact point to the European Commission regarding INSPIRE, i.e. the Infrastructure for Spatial Information in Europe.

Objectives and activities

The aim of the geoinformatics related activities is to develop interoperable geographic information systems through which access to the Land Board’s spatial data is provided. Users include the Land Board itself (data and applications meant for internal use), other government agencies or parastatal authorities (data and applications needed for the activities of a respective authority) and the general public (public data and applications including those required by the INSPIRE Directive). Furthermore, the Land Board is coope

rating with several state agencies or parastatal authorities in order to support them in a more efficient management of their own spatial data.

The bureaus have the following basic duties and activities:

Bureau of Spatial Data Infrastructure:

  • development of guidelines and regulations necessary for the coordination of spatial data infrastructure, and provision of expert assessments
  • approval of documentation of datasets that include spatial data submitted through the management system of the State Information System
  • processing of spatial data, management of datasets and provision of services as prescribed in the Spatial Data Act and monitoring of the conformity of activities to legislation and technical requirements
  • making proposals for the development and amendment of legislation regulating the field of geoinformatics and drafting legislation that is needed in the Land Board’s activities

Bureau of Topographic Data:

  • updating of data in the Estonian Topographic Database and development of the geoinformation system of the Estonian Topographic Database
  • updating of topographic spatial data in cooperation with other holders of information and ensuring the interoperability of spatial data with other national datasets
  • making proposals for the development and amendment of legislation regulating the field of geoinformatics and drafting legislation that is needed in the Land Board activities

Bureau of Geoinformation Systems:

  • development of geoinformation systems (including the Estonian Topographic Database), network services and public portals
  • provision of support in the field of geoinformatics to other units of the Land Board, other institutions that are involved with spatial data and to users of network services
  • elaboration and development of geoinformation regulations and standards that are needed for the development of geoinformation systems
  • administration of the Estonian and Land Board’s geoportals and making the Estonian geoportal’s services available to the INSPIRE geoportal
  • development and administration of topographic feature classification
  • performance of spatial data related analyses
  • making proposals for the development and amendment of legislation regulating the field of geoinformatics and drafting legislation that is needed in the Land Board’s activities

Bureau of Spatial Data Services:

  • ensuring the publication, accessibility and licensing of spatial data
  • compilation and management of metadata
  • organising the sharing of spatial datasets and services with other holders of information and EU institutions
  • developing terms and procedure for sharing of spatial datasets and services
  • keeping account of users and contracts and developing user rights and licensing policies
  • making proposals for the development and amendment of legislation regulating the field of geoinformatics and drafting legislation that is needed in the Land Board’s activities
Summary

Department of Geoinformatics:

  • coordinates the Land Board’s activities in the field of geoinformatics
  • manages the Estonian Topographic Database
  • coordinates spatial data movement and data exchange between the Land Board and other institutions and internally between the structural units of the Land Board, and ensures the publication, accessibility and licensing of spatial data
  • participates in the development of the Infrastructure for Spatial Information in Europe in the conformity with the INSPIRE Directive
  • adopts preventive measures for the avoidance of duplicate (geo)information systems and spatial datasets in the Land Board and in other state agencies or parastatal authorities
  • cooperates in the development of data exchange, geoinformation standards, etc. with organisations responsible for the management of spatial datasets or registers
  • elaborates principles for data exchange with other registers managing or using spatial data
  • ensures that data delivered to the Land Board are compatible with the Board’s (geo)information system
  • administers the Land Board’s web page, geoportal and the Estonian geoportal
  • furthers cooperation with international organisations in the field of geoinformatics.
