Spatial Planning

One of the Land Board’s fields of activities is spatial planning and these duties are performed by the Department of Planning.

The main functions of the Department of Planning are:

  • organisation and coordination of the Board’s spatial planning related duties
  • participation in planning procedures and representation of state interests in the procedures as a representative of the owner, person concerned or interested party, including ordering of detailed plans for state lands and compilation of initial planning tasks (plans, which cover land parcels under the administration of the Ministry of the Environment and/or lands with a continued state ownership (pursuant to § 31 (2) of the Land Reform Act).
  • development of planning information data sets and provision of their interoperability
  • provision of support in spatial planning related issues to other units of the Land Board
  • participation in construction/building permit-issuing procedures and representation of state interests in the procedures as a representative of the owner, person concerned or interested party


To perform its basic duties, the Department makes proposals for planning state-owned lands, for which it is authorized, in county, comprehensive and detail plans.
The Department has a close cooperation with the Geological Department that is responsible for the approval of county, comprehensive and detail plans in the cases when the planning area is situated on a mineral deposit that is included in the list of deposits in the environmental register.
