Land management license holders are... » (XLS)

Natural persons and cadastral registrars who hold an activity licence for land readjustment works (hereinafter licence) have the right to perform land readjustment works and carry out land surveys.

Pursuant to the amendments to the Land Cadastre Act which entered into force on 01.07.2018, only natural persons can apply for an activity license for land readjustment. The license is issued to a person who has a valid land surveyor's qualification and who has completed two cadastral surveys (test works). Test works are not required if the person has two cadastral surveys already registered in the Land Cadastre within two years of applying for the license.

 

The Land Board no longer organizes the license examination. The license examination has been replaced by a professional qualification examination organized by the Association of Estonian Surveyors.

The issue, renewal, suspension and revocation of the license is stipulated in the Procedure of formation of cadastral parcel », which entered into force on 20 August 2018.

 

In order to obtain the license, the applicant must submit an application (PDF) to the Land Board.

The natural person applying for a license shall submit a written application stating the following:

  1. given name and surname;
  2. personal identification code or, in the absence thereof, date of birth;
  3. E-mail address, postal address and telephone number;
  4. a reference to the previous cadastral surveys carried out during the last two years, if there are any done by the applicant.

The application shall be attached by:

  • a copy of the professional qualification certificate;
  • proof of payment of the state fee;
  • a digital photo of the license applicant;
  • in the case of foreigner, a copy of the residence permit card or identity card issued in Estonia.
 

Payment of the state fee

A state fee shall be paid for the review of an application for the issue and extension of the license at the rate provided by the State Fees Act. A state fee of EUR 260 shall be paid for the examination of the license application. A state fee of 132 euros (§ 138 of the State Fees Act) shall be paid for the review of an application for renewal of a license issued after 01.07.2018.

Extension of the license

In order to renew (extend) the license, the applicant must submit a written application to the Expert Committee for the issue of the license before the expiry of the term specified in the license.
