PCC Conference and Plenary Meeting 2017 in Tallinn

The Estonian Land Board has a great honour to assume the presidency of the PCC for the first time.

On November 13-15, 2017 a conference of the Permanent Committee on Cadastre in the European Union (PCC) will take place in Tallinn. Representatives from the cadastral and land registry organisations from 22 countries across Europe will meet in order to discuss the latest developments and best practices in the field of cadastre. Estonia is hosting the PCC conference for the first time.

“The Land Board is well-known among the European colleagues for its e-solutions. We will start the conference with presentations introducing some aspects of the Estonian e-society, which might be of inspiration for our European colleagues. E.g., we will speak of e-residency, data embassy and e-cadastre”, said Director General of the Land Board Tambet Tiits. “The keynote speech, made by Janek Rozov from the Ministry of Economic Affairs and Communications, is dedicated to the free movement of data that can be considered as the fifth freedom of the EU. In the field of real property it might mean that when a person has real property in several different countries, he will be able to make searches in one environment without the need to look for information in different systems of different countries. It would save time and reduce bureaucracy”, added Tiits.

Estonia is following with interest the developments in blockchain technology, 3D cadastre, crowdsourcing, public-private partnerships, etc.

“Cadastre maintains data on property boundaries and spatial extent. Thus, the further development of information systems should be beneficial first of all for land owners and data users. Our wider goal is through the improvement of quality of cadastre to make the system more efficient and less burdensome on land owners and the state”, said the Head of Quality Department of Cadastre Tõnu Kägo.

Maa-amet ajakohastas tänavu kevadel maakatastris maatükkide loodusliku seisundi ehk kõlvikute andmeid, kasutades selleks eelmise aasta kaardiandmeid. Tegemist on igal aastal toimuva maatükkide loodusliku seisundi andmete uuendamisega. Tänavused muudatused puudutavad eelkõige Ida-Eestit.
